  • As aninternal candidate seeking a promotional opportunity, please read the followinginformation:

Q: Who is eligible for Preference in promotion? Inorder to qualify for Veterans’ Preference for promotion, a VP-eligibleapplicant must have had a break in employment and been deployed, come back tothe public entity that they were previously employed by and be reinstated orreemployed. They must return with a DD214 or comparable documents showing thatthey were ordered and discharged under Title 10.

Q: What about Character of Discharge for Promotion? When an applicant returns after deployment, if they have a DD214 there shouldbe no problem determining Character of Discharge. The DD214 will have a Member4 containing that information. Just like at the time of employment, theCharacter of Discharge can’t be anything less than “Honorable.” If, however, they have been deployed less than six months there is a good chance they willnot have a DD214 and will have simply been issued orders to activate and returnunder Title 10. In these cases it will be necessary for the applicant toacquire a letter from his/her command. This letter should state that theapplicant continues to serve honorably or they had served honorably during thatperiod of deployment.

Q: When must that promotional opportunity be used andcan it be used multiple times? The VP eligible applicant must usethat promotional opportunity the first time it becomes available, and it isonly good for that first promotion. It cannot be used multiple times.

Q: If a VP-eligible applicant has multiple deploymentswill they be entitled to multiple promotions? Yes, a VP-eligibleapplicant will be entitled to multiple promotions if they have had multipledeployments under Title 10 and returned “Honorably.” In these situations eachdeployment warrants a promotional opportunity.

Q: If a VP-eligible applicant forgets to use hisPreference, may he/she reinstate it for another use? Effective July1, 2014 7 No, if a VP-eligible applicant fails to use Veterans’ Preference forthe initial hiring they may not use it later for promotion. You may not justifythat failure to use it previously is a reason to use it later.

If you have met the requirements above, I would needyour Member- 2 or Member- 4 Form showing discharge status with most recentdischarge date. For more information on Veterans Preference you can go to floridavets.org .

Once you have determined if you qualify for the VeteransPreference at this time for this role, then please either go into your profileand upload a copy of your orders or send them to employeeprocessing-onboarding@hillsboroughcounty.org and we will be glad to upload them for you. If we donot hear from you within 48 hours, then we will proceed with your applicationwithout Veterans Preference. Not providing Veterans Preference documents is nota factor for disqualification
