The Team

 
QuEST has a track record of scaling services for new customers. We are leveraging that expertise to build a new software engineering team for one of the largest defense contractors in the country. As the leader of this team, you will be on the front lines helping establish the next big account for QuEST. Experienced managers in Delivery will be supporting you and the new team as we launch our unique Engineering Services model to help them deliver top notch aerospace and defense products.

The Role

 
We are seeking a full time Software Engineering Program Manager who will design, develop, implement, and maintain software solutions as required to meet the needs of our customers and achieve business goals. Development will be focused on military aircraft fleet operations and sustainment data software development. You will lead a team as part of an Agile development system, exercising autonomy as a unified group. You will work with other Software Engineers & Technical Leads to define requirements, determine priorities, organize the team, and ensure the product(s) complies with requirements. You may at times be involved with multiple projects across all phases of development, and as a result, you can expect plenty of variety and a well-rounded workload.

Potential Job Functions

  • Manage and develop a customer-focused program of software engineers with a wide range of experience and expertise
  • Build and manage customer relationships to ensure requirements are well defined and the team’s priorities and task load are clear
  • Follow all QuEST and customer policies and procedures to ensure proper employee performance and development (metrics, performance reviews, training plans, etc.)
  • Develop innovative ideas and productivity improvements to improve cost on customer products and team deliverables
  • Monitor and improve program health governance structure
  • Manage teams across the software development lifecycle, including: requirements generation, system and software design and implementation, validation and verification, and deficiency resolution
  • Lead team in analysis of any bugs or code deficiencies to determine root cause and present to the customer technical focals
  • Interact with customers/users and transpose requirements into technical designs
  • Ensure design documents, project documentation, release documents, and technical procedural documentation are all completed for the team to operate smoothly
  • Work within budgetary and schedule constraints
  • Lead effectively within, and participate in, a Scrum/Agile working environment
  • Interface with other QuEST departments to achieve cross functional goals
  • Qualifications

    The successful candidate is detail oriented and highly collaborative. There will be a significant amount of interaction with the customer’s teams. Listening to the customer’s issues and offering proactive solutions is critical to building a strong relationship with this new customer.
     
  • Must hold a minimum BS degree in Computer Science, Electrical Engineering or a related degree, and 10+ years of software development leadership experience
  • Demonstrated proficiency in JAVA, C++, or C# application development
  • 5+ years’ experience developing software or leading teams in military fleet operations system platforms such as Autonomic Logistics Information System (ALIS) or Operational Data Integrated Network (ODIN)
  • Demonstrated ability to quickly learn new methods, techniques, and approaches
  • Experience leading Agile teams for software development projects
  • Experience managing project budgets
  • Experience with Mil-STD-882C
  • Demonstrated communication skills
  • Experience working within a Continuous Development / Continuous Integration pipeline development environment is preferred
  • Experience with development tools such as Rhapsody is a plus
  • Agile Process Tools (e.g. Jira) experience is a plus
  • Scrum Master certification is a plus
  • Work well in a team oriented, collaborative environment

  • Physical Requirements & Work Environment

  • Mostly office environments
  • Heavily regulated industries with strict adherence to procedures
  • Flexibility to meet business deadlines by staying late or arriving early
  • Typical work week consists of 4 x 10 hour days plus lunch. Core (required) hours are 8 AM to 4 PM.Customer works a 4 x 10 schedule, meaning every Friday off!Work will be on-site at customer location
  • US Citizen required with ability to obtain and maintain a Secret-level US DoD security clearance
  • Existing DoD Secret clearance or above is strongly preferred

    Compensation type: Salary with a competitive package dependent on level of experience
