Position : Regional Anti-Financial Crime Compliance Lead, US and LatAm

Job Location: 200 Park Avenue or Mexico City

Department: Corporate Ethics and Compliance (“CEC”) delivers a compliance risk framework that enables the businesses and functions to comply with applicable internal and external rules and regulations and maintain risk levels within MetLife’s risk appetite. CEC provides constructive challenge to the businesses and functions, partnering closely with them to implement strong processes and effective controls, as well as to foster and embed a culture of compliance. CEC is part of Global Risk Management (GRM) and maintains a matrixed reporting line to Legal Affairs.

Within CEC, Anti-Financial Crime Compliance (AFC) has responsibility for the execution and oversight of MetLife’s global compliance programs related to anti-bribery and corruption (ABC), anti-money laundering (AML), and economic and trade sanctions (Sanctions.). Strict laws and regulations govern the activities of and set high expectations for insurance companies and financial institutions on AFC topics. MetLife’s conduct in these areas is subject to regular scrutiny by regulators. As well, MetLife is prioritizing growth of its agency business and transforming its capabilities to meet customer expectations for digital solutions, and these business developments may impact how relevant AFC controls are designed and implemented.

The Role : The Regional Anti-Financial Crime Lead for MetLife’s US & LatAm region will, in collaboration with the US & LatAm Regional CEC team, have overall responsibility for MetLife’s regional AFC program specific to Latin America (LatAm region) and the US, covering all business lines and functions operating in the regions. In addition, this role will support the overall global AFC program, working closely and collaboratively with business management and the functions on strategic initiatives and emerging issues. The role requires technical AFC expertise and substantive knowledge of AFC regulations and expectations globally and in LatAm and the US and a solid understanding of life insurance operations in US and LatAm markets. In addition, this role requires strong leadership of a regional AFC team, and the ability to partner with peers to advance global AFC strategies for the region ensuring discipline, consistency (where appropriate) and risk-based commercial practicality around AFC’s global coverage model.

This role is responsible for working with Global AFC, the Regional CCO, Regional and local CEC teams and management to ensure the global AFC program is effectively operationalized within the LatAm and US regions, with a focus on tools, policies and training and providing check and challenge needed to drive a strong and effective regional AFC program while appropriately factoring local regulatory environments and business models. This role will also be responsible for overseeing the US Anti-Money Laundering Unit, which performs suspicious activity monitoring, investigations and reporting, as well as escalated sanctions screening, 314 (a) and (b) information sharing and enhanced due diligence reviews for the US business. As well, this role will support the Global Head of AFC in driving the overall AFC agenda and work in partnership with functions active in adjacent spaces, including Enterprise Compliance Programs policy, training and metrics, Global Technology and Operations, the Law Department, government relations, third-party risk management, and Internal Audit.

The US & LatAm Regional AFC Lead will be a member of the global AFC leadership team, reporting directly to the Global Head of AFC.

Key Responsibilities:

  • Perform regional compliance oversight of the execution and implementation of the AFC operating model as it applies to businesses and corporate functions at both the enterprise and regional level, including appropriate check and challenge, involvement in production and review of regional AFC metrics, overseeing non-financial risk assessments, monitoring of regulatory developments, monitoring and testing, developing and delivering training, and involvement in the vetting and oversight of third-parties.
  • Advise global AFC team on US and LatAm impact and business nuances to be factored into the design and implementation of global AFC policies, standards, procedures and other initiatives, coordinating local and regional input and feedback as appropriate.
  • Partner with MetLife’s LatAm, US, and enterprise-wide business areas, corporate functions, and regional and local CEC to ensure effective awareness and engagement on AFC risk.
  • Partner with Regional and local CEC teams to conduct region-wide quality assurance reviews of local AFC program elements and work with Regional and local CEC and management on actions to address material weaknesses (risk prioritized as appropriate).Partner with AFC leadership team to oversee the implementation of risk-based technology solutions at the global and regional level.
  • Provide advice, as needed, and credible challenge to each US and LatAm business area, country, and corporate function as to effective AFC controls and compliance with relevant AFC laws, regulations, and policies.
  • Hire, lead, develop and retain an AFC professional to support the global and regional AFC program.
  • Oversee the US Anti-Money Laundering Unit, which performs suspicious activity monitoring, investigations and reporting, as well as escalated sanctions screening, 314 (a) and (b) information sharing and enhanced due diligence reviews for the US business.
  • Work closely with peers in CEC to ensure consistent processes and approaches are followed and, where appropriate, synergies realized, breaking through silos, and encouraging a collegial, globally coordinated AFC and Compliance program.
  • Stay abreast of changes in the regulatory environment and help analyze the business impact of AFC-related regulatory changes impacting the enterprise and region.
  • Support regional operations in their review and updating of AFC policies, procedures, and processes in light of changing regulatory requirements and expectations.
  • Develop and lead initiatives to advance, working with the Regional and local CEC teams, the effectiveness and sophistication of regional and country AFC compliance programs.
  • Provide Regional and local CEC needed advisory support during AFC-related risk assessments, Internal Audit reviews, and local regulatory examinations and corresponding remediation efforts.
  • Support the regional AFC program in the development and implementation of relevant training on AFC regulations, policies, risks, and processes.
  • Reporting and oversight of metrics to measure regional AFC risk, including key performance indicators.
  • Collaborate with Regional and local CEC, the Law Department and other functions on policies, practices, incident response and investigations.
  • Advise on compliance policy interpretation and work with business areas, corporate function partners, and regional and local CEC to resolve significant breaches and violations of such policies, and external reporting when required.
  • Work collaboratively with other control functions, including third-party risk management, to ensure the efficient, effective, and risk-based vetting and oversight of vendors and other third-parties that may create AFC risk.
  • Serve as an AFC resource and expert to the organization regarding financial crime related issues, including assessing and facilitating the response to escalations from the businesses and Compliance officers, including AML Officers and relevant external partners.
  • Oversee and actively participate in execution of all elements of the AFC program as it impacts LatAm, the US and the global program, ensuring appropriate coordination and consultation with local and regional CEC.

  • Candidate Qualifications:

    Essential Business Experience and Technical Skills:

  • 7+ years of risk management or compliance experience in a relevant business (financial services/insurance), including relevant AML / AFC experience and a demonstrated risk, governance, and ownership mindset. Spanish fluency a plus.
  • Excellent interpersonal skills required to develop partnerships and relationships throughout the organization; experience interfacing with senior leaders and the business to provide guidance with respect to AFC matters while accomplishing business objectives.
  • In-depth knowledge and proven expertise with analyzing and applying laws, regulations and corporate policy and procedures for compliance with AFC / AML laws and regulations, such as the Foreign Corrupt Practices Act, the UK Bribery Act, and EU, UN, UK, and OFAC sanctions programs.
  • Demonstrated effectiveness assessing AFC risks and developing controls and processes appropriate to firm risk appetite while eliminating unnecessary and inefficient processes and activities.
  • Strong record of driving success within a collaborative team framework.
  • Building and maintaining strong relationships with other functional leads, including the Law Department, Risk Management, Operations, and Internal Audit to create a supportive and seamless compliance and ethical control culture and an appropriate risk environment.

  • Experience handling AFC investigations and having an ability to mobilize, lead and prioritize quickly in the face of a potentially significant incident.
