Hi, we're Oscar. We're hiring an MA Programs and Implementations Manager to join our Service Operations team in Florida.

About the role:

You will drive new product/partnership launch projects across Oscar's Medicare Advantage (MA) business for the Service Operations organization. Managing all aspects of product/partnership launch from project plan to execution, you will work with Operations and MA leadership to identify optimizations within Service Operations (e.g., Concierge) workflows for new MA launches, and existing MA products/partnerships where needed. Driving member outcomes (e.g., Stars/CAHPS/HEDIS measures), OpEx savings, and efficiency improvements.

You will report to the Director, Implementations and Programs

Responsibilities:

  • Use Medicare Advantage (MA) knowledge to work with project sponsors and Service Operations teams, scoping and developing deliverables, detailed work plans, resource needs, budget, and timing for new product launches, partnerships, and other projects related to our MA lines of business
  • Build the end-to-end management of MA implementations and projects, including project plan creation, progress, partner engagement/management, edge case mitigation, vendor management, and completion
  • Work with Medicare Advantage and Service Ops leadership to promote positive Stars/CAHPS/HEDIS outcomes across new MA implementations, and supporting Stars/CAHPS/HEDIS optimization across Service Ops for current MA products
  • Analyze new MA product/partnership launch and project risks, develop recommendations for risk mitigation, and communicate risk mitigation options to management and business partners
  • Implement process improvements across our new MA product/partnership launches that markedly move us towards operational excellence, repeatability, and scale
  • Develop an understanding of the Service Operations organization, both operationally and culturally, to help identify opportunities for improvement projects
  • Help develop tools and systems to support more efficient project management and execution
  • Coach, mentor, and up-skill junior colleagues and direct reports, supporting their professional growth

Requirements:

  • Minimum 5 years of project management/process-oriented operations experience (lean operations, project management) within an MA insurance plan or provider setting
  • 3 years of leadership experience, managing direct reports and cross-functional colleagues in launching/implementing/integrating large-scale programs or new LOB, products, partnerships
  • 5+ years of professional experience or 4 year university degree
  • A working understanding of the MA program and regulations
  • Technical aptitude and advanced Excel skills and familiarity with database languages (SQL)

Bonus points:

  • 2+ years of management consulting experience or investment banking/private equity experience
  • Metrics-driven project management approach, helping business managers see edge case scenarios and actively plan for them
  • Experience using data to analyze project performance and risks and developing reports for management and partners
  • Risk mitigation experience
  • Change management experience
  • Experience managing large-scale projects with proven results
