Context of this search: Are you a professional who currently leads teams with in-depth technical knowledge in labor markets and has strong project management skills?
Our Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. Our objective is to advance a more productive region, with equal opportunities for people of all gender -, and greater inclusion of the most vulnerable groups.
 

The team: The Labor Markets Division (SCL/LMK) promotes more and better jobs in Latin America and the Caribbean. The IDB works to achieve regional goals in poverty reduction, equity of opportunities and improvement of labor productivity, through the strengthening of employment and training services, improvement in the design and scope of social security, and analysis of labor markets and labor information. To achieve these goals, the IDB is currently focusing on analytical work and projects in the following main areas: the Future of Work, Labor Intermediation, Skills Development, Green Jobs, and Social Security.
 

What you will do:

  • Lead or participate in the origination, preparation and supervision of complex loan operations and technical assistance programs, country, sector and regional strategies, and studies in the Labor Market and Social Security areas with other team members and respective authorities. 
  • Develop and promote multisectoral work, connecting with other divisions of the Bank to work multisectorially in order to solve complex problems in the area of labor markets and social security. 
  • Develop and apply innovative economic and/or sector analytic work related to the Labor Market and Social Security Sectors. You will dialogue with Government authorities, donors, and development partners based on your proven knowledge in Labor Markets and Social Security, development challenges of client countries, and IDB policies, strategies and guidelines, proposing innovative solutions by bringing multi-country experience and understanding institutional capacity and political economy. 
  • Liaise and build networks both within the IDB Group, with colleagues from other sectors as well as with international and local technical and financing partners to advance the Bank's mission and the objectives as laid out in its Sector Framework Documents on Skills Development and on Labor Markets.
  • Foster the use of innovative economic and/or sector analytic work, policy and/or strategy changes on issues affecting the region's potential to achieve high levels of workforcedevelopment, productivity and protection against risks such as unemployment or old age poverty to support the preparation of country, sector and regional strategies, loan operations and technical assistance programs.
  • Look for opportunities to improve our performance and the effectiveness by managing project teams and resources optimal.
  • Provide input to prepare business plans and budgets for the accomplishment of our work program, and to report on progress to internal and external partners.
  • What you'll need:

    Education: You will hold at minimum a Master's degree in Economics, Public Administration, Public Policy, Sociology, or another relevant field. PhD preferred. 

    Experience: You have acquired a minimum of three (3) years for Labor Markets and Social Security Senior Associate OR four (4) for Labor Markets and Social Security Specialist of proven experience in the labor markets and social security sector in developing countries, and the promotion, programming, design, financing, supervision, execution, and evaluation of labor markets and social security projects. It is desired that you have experience in project management, including risk management. Expertise in providing technical assistance and supporting dialogue in the area of pensions will be appreciated. 
    Languages: You are fluent in Spanish and English. Fluency in Portuguese and/or French is desired.
