Engineering Specialist I

Program Overview:

The Beach Field Services Section of the Office of Resilience and Coastal Protection is currently accepting applications for a full-time Career Service Engineering Specialist I position.

Specific Duties of the Position:

The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed On-Call to remain available to perform essential duties.

This position is assigned to assist in the compliance and enforcement of regulatory programs pursuant to Chapters 161, 373, 403, 253, and 258 Florida Statutes. This position works under the direction and supervision of the Environmental Administrator performing functions of the Office’s Compliance and Enforcement Section for the Coastal Construction Control Line (“CCCL”) Program. The incumbent also provides assistance to, and coordinates with, other sections and program areas of the Office in pursuit of the overall mission to preserve, restore, and protect the beaches and coastal systems of Florida. Specific responsibilities include the following:

  • Conducts detailed reviews of inspection reports of possible unauthorized work/activity (construction/excavation/vegetation damage) seaward of the CCCL, 50-foot setback line or Mean High Water line. Provides review and interpretation of construction plans, surveys, and aerial photography for the purposes of determining scope of environmental damage and extent of violation activity. Prepares appropriate documents including but not limited to: Compliance Assistance Offer letters, Warning Letters, Notices of Violation, Consent Orders, and other correspondence as required.
  • Assists the Environmental Administrator in tracking CCCL permit compliance through review of inspection reports and preparation of Compliance Assistance Offer letters, Warning Letters, Notices of Violation, Consent Orders, and other correspondence as required.
  • Coordinates with Beach Field Services field staff regarding apparent non-compliance or violations detected. Maintains close liaison with field staff on reported violations, inspection of reported violations, violation restoration activities, and status inspections. When necessary, assists in performing on-site inspections for projects which are potentially in violation of established rules.
  • Assists in the development and maintenance of an active procedural manual for standard operations of the Section’s compliance and enforcement function. Performs data entry and assists in the maintenance of a statewide computerized database for violations, administrative hearings, mitigation, restoration, and administrative penalty assessment and collection.
  • Maintains liaison with local government officials involved in code and building permit functions in coastal areas, (building officials, code enforcement officials, and city/county engineers), regarding compliance with Chapter 161, Florida Statutes, and confers with engineers, architects, scientists, property owners, and citizens regarding compliance with Department Rules and Regulations.
  • Performs other duties as assigned.
  • Knowledge/Skills/Abilities (KSAs):

  • Ability to effectively communicate in a professional and respectful manner both verbally and in writing.
  • Ability to prepare administrative reports and develop or revise procedures and training manuals.
  • Ability to plan, organize and coordinate work assignments and ensure proper completion of work.
  • Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures relating to enforcement and compliance for the Bureau.
  • Knowledge of concepts, terminology, principles and analytical techniques of the natural or physical sciences
  • Ability to review and interpret information from building plans, surveys, and aerial photography
  • Ability to establish and maintain effective working relationships with others.
  • Experience with Microsoft Office Professional Software – Word, Excel and Power Point, and with ArcMap
  • Ability to work independently.
  • Minimum Qualifications:

  • A bachelor's degree from an accredited college or university with a major in engineering, environmental sciences or one of the natural sciences.
  • Valid driver’s license.
