Assistant Proposal ManagerLocation: Tampa, FLDepartment: Business DevelopmentType: Full TimeMin. Experience: Mid Level

The Assistant Proposal Manager (APM) will be responsible for responding to delivery orders on IDIQ contracts. The APM shall be prepared in a timely manner to comply with internal review requirements and customer requirements and will work with the Proposal Director, Program Manager, and Program Support staff, to prepare and execute a proposal development plan that meets the objectives of the proposal budget and timeline. The APM will assist in efforts to win work through the management and execution of successful proposal efforts.

Essential Responsibilities include:

  • Work with Proposal Director iGov’s rapid response Business Development life-cycle process.
  • Coordinates proposal activities associated with each delivery order response.
  • Assist with winning new business with existing customers through iGov’s Multi-Award Contracts.
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.
  • Plan, implement, and track initiatives to drive continuous service and process improvement.
  • Implement and support iGov’s ISO 9000:2015 policies and procedures.
  • Maintain schedules and ensure deliverables are on time and within budget.
  • Support all program-related reviews and meetings.
  • Assure a timely closeout of completed delivery orders to ensure all obligations are satisfied and documentation is properly recorded.
  • Coordinate all functions and activities necessary to rapidly plan, coordinate, and manage development and submission of delivery order responses in response to government requests for proposal.
  • Analyze solicitation documents, track/ensure proposal compliance, prepare proposal management documentation, and facilitate proposal reviews.
  •   Essential Skills/Experience:

  • Minimum of three (3) years’ experience in Government proposal submissions.
  • Knowledge of Federal Acquisition Regulations (FAR) and GSA compliance requirements.
  • Proven experience in reading and analyzing Government RFPs and /or RFQs.
  • Communicate and interact with project managers, engineers and procurement.
  • Create proposal assignments, define timelines and write materials under tight deadline constraints.
  • Strong verbal and written communication skills.
  • Ability to work under strict deadline pressure and handle multiple work assignments.
  • Excellent organizational, planning, and prioritization skills.
  • Excellent interpersonal skills.
  • High level of proficiency in MS Office Applications, including SharePoint, Word, PowerPoint and Outlook.
  • Detail oriented and organized.
  •   Preferred Skills/Certifications:

  • APMP Foundation Certification
  • Project Management Professional (PMP) Certification
  • Experience in ISO 9001:2015 processes and requirements

    Job Title: PSS Engineer V (Secret Security Clearance Required)

    Job Description:

    The PSS Engineer V will serve as an engineering consultant and technical expert for a Product Support Services (PSS) contract supporting mission-critical infrastructure, systems, and equipment. The selected candidate will apply professional knowledge of scientific and engineering concepts. principals, phenomena and relationships to: assess specific requirements, delineate appropriately engineered designs, and develop preliminary and final design plans, engineering specifications, cost estimates and procurement packages in support of the operation, preventive maintenance and repair of systems and equipment. The PSS Engineer V ensures engineering plans and schedules are followed, develops timely solutions to program challenges, and ensures on time and on budget completion of project deliverables. The selected candidate may also be required to perform liaison activities with upper management and stakeholders on technical issues.

    Essential Responsibilities include:

  • Provide oversight for technical aspects of engineering activities to include configuration management of configuration documentation and media necessary for the production process.
  • Responsible for System Engineering, Integration and Test activity (SEIT) while meeting established budgets and schedule targets as well as resolving technical and operational problems.
  • Provide engineering guidance in the implementation of system spec, design, integration, testing and documentation. Provide judgment and guidance in the selection, substantial adaptation and modification of equipment, standard techniques and procedures as part of mobile and fixed tactical environments.
  • Responsible for creating documentation and drawings of systems, including interface control documents (ICD) for external interfaces.
  • Responsible for obsolescence management program, to be applied in such a way as to ensure backward compatibility of hardware and software components used to replace obsolete components
  • Review and analyze complex task statements, standards, specifications and other documentation to determine/document/derive functional and component level engineering and architecture.
  • Assist in the development of the technical portions of the integrated master schedules and other supporting documents.
  • Be an active member in the implementation of new engineering processes to provide improved data transfer to the customer and engineering departments.
  • Provide technical expertise by communicating understanding of US Army programs through briefings, and customer/contractor conference calls. Responsible for creating reports and presentations that are thorough, detailed and able to be comprehended by customer.
  • Conduct technical demonstrations for new concepts and provide customer interface as necessary for periodic formal reviews, conferences and meetings as required by the contract.
  •   Essential Skills/Experience:

  • Strong knowledge and expertise in Positioning, Navigation and Timing systems used throughout the DoD.
  • At least 8-10 years of direct experience on design, integration, testing and evaluating systems in support of Positioning, Navigation and Timing systems.
  • Expertise in ISO 9001 processes and requirements
  • Prior technical leadership experience with DOD contracts
  • Strong written and verbal communication skills to include excellent customer interface and presentation skills.
  • Detail oriented and organized.
  • Solid leadership and management skills to include “influence management” and “conflict resolution”.
  •   Preferred Skills/Certifications:

  • Recognized expertise in one or more of the following: Mounted Assured Positioning, Navigation and Timing System, Dismounted Assured Positioning, Navigation and Timing System, Resiliency and Software Assurance Measures program, and Positioning, Navigation and Timing Modernization.
  • Direct technical leadership experience in the last five years on programs for the US Army
  • Knowledge of US Army requirements generation, Engineering Change Proposals (ECPs), and enterprise change request processes
  • Direct networking experience and customer knowledge of US Army systems
  • 5 or more years’ experience on Positioning, Navigation and Timing systems, including knowledge of the major technology developers, product manufacturers and service providers

  • Maintain/Repair/Support Positioning, Navigation and Timing systems
  • Ensure compliance with unit, base, directorate and DoD directives and policies
  • Identify any potential quality issues per defined process and escalate potential quality issues immediately to management
  • Maintain fielded platforms via telephone and on-site support activities
  • Be the subject matter expert to include guidance on the assembly process and best practice maintenance recommendations
  • Support publications and training development efforts by providing process and procedure inputs, photographical illustrations and content proofing
  • Maintain records on failed units, recurring fault investigations, system and serial number failure tracking, and configuration management issues
  • Identify fielding risks and appropriate mitigation strategies
  • Provide training for operators and maintainers on selected equipment when requested
  • Support the collection and tracking of maintenance and repair data
  • Work closely with Configuration Management to ensure completeness and accuracy of Configuration Items (CI) throughout all phases of fielding and sustainment
  • Other related duties as assigned
  •   Essential Skills/Experience:

  • Strong knowledge and expertise in Positioning, Navigation and Timing systems used throughout the Army.
  • At least 2-4 years of direct experience maintaining equipment and software in support of Positioning, Navigation and Timing systems including Mounted Assured Positioning, Navigation and Timing System (MAPS), Dismounted Assured Positioning, Navigation and Timing System (DAPS), Resiliency and Software Assurance Measures (RSAM) program, and Positioning, Navigation and Timing Modernization (PNT Mod).
  • Knowledge and experience maintaining and integrating PNT systems onto C5ISR vehicles and platforms including, but not limited to, Stryker, Abrams, Bradley, HMMWV, JLTV (future), Nett Warrior, etc.
  • Experience with legacy PNT equipment including DAGR, PLGR and GB-GRAM.

    The Instructor/Training Lead oversees the PM Position Navigation and Timing (PM PNT) Product Support Services (PSS) contract training program and designs and delivers specific training products and services required to train all levels of personnel. The Training Lead facilitates the execution of all training programs and monitors training costs to ensure budget is not exceeded, and prepares budget reports to justify expenditures.
